Our team of administrative professionals, led by Chief Executive Officer Jeri Weeks, provides overall direction and administration of NHC’s health center operations.
The executive leadership team interprets and applies the policies of the Board of Directors, establishes basic policies with which the various activities are carried out, guides and develops short and long-term planning and evaluates activities in terms of objectives.

Chief Executive Officer, Jeri Weeks, MBA.
Ms. Weeks has over 30 years of experience in the Healthcare industry. She holds an MBA and Bachelor of Business Administration from City University in Seattle, Washington. Ms. Weeks has experience working in a governmental structure as well as private non-profits including Clinic Director, Clinic Administrator and CEO. Prior to joining NHC in 2012 she was the CEO/Division Manager of Community Health Centers of Lane Country.
Chief Financial Officer, Blain A. West, CPA
Mr. West has 30 years financial accounting experience. He holds a Bachelor of Science degree in accounting from Oregon State University and is a Certified Public Accountant. Mr. West’s accounting and auditing experience encompasses large and small companies and non-profits. Prior to joining NHC in 2012 he was the Accounting Manager for Tillamook County Health Department in Tillamook, Oregon, a fellow FQHC in the State of Oregon.
Dental Director, Jonathan Hall, DMD
Jonathan holds a Doctor of Dental Medicine from Oregon Health & Science University School of Dentistry and a BS in Biology from BYU, Provo, Utah. He is fluent in Spanish and practiced community health dentistry in rural New Mexico prior to joining NHC in 2013. Jonathan was named NHC Dental Director in May 2015, and provides clinical dental services in the Oregon City and Milwaukie clinics. He is also a member of the National Health Service Corp. In his personal time Jonathan enjoys spending time with his family, running, and collecting musical instruments.
Chief Human Resources Officer and Corporate Counsel, Marc Alifanz, JD
Marc has over 15 years of experience as an HR Attorney, trainer, and investigator. He has a Bachelor of Arts (with Honors) from Wesleyan University and a law degree from Washington University in St. Louis. Before joining NHC in 2018, Marc worked as a litigator for two major law firms, lead employment attorney for the nation’s largest childcare provider, and ran his own law firm counseling small employers on employment issues and conducting investigations around Oregon. In his personal time, Marc enjoys hiking, podcasting, and reading cool books to his kids before bed each night.
